MOD-USB-RS232

I am having trouble getting the MOD-USB-RS232 to communicate with the computer. I want to use it with the MOD-PULSE device. I have looked through the forums for similar problems and tried these solutions with no luck. I tried the PulseOX monitor software demo along with other applications (NI-max, HyperTerminal) but can not get the board to communicate correctly. Is there any step by step guide available so I can rule out configuration being the problem.

Also Pin 3 which is meant to be RXD pin acts like TXD pin. When I write a command to the MOD-USB-RS232 it will send the command out pin 3 I have confirmed this with an oscilloscope.
