Incorrect reading of system load on A13: Always greater than 1.00

I have a similar problem on my Olinuxino A13 running Debian: Load never drops below 1.00 even during idling.

Whilst this is likely a bug and a slight annoyance, is it likely to lead to more serious problems?

i.e. is it worth the effort to fix, or should I just live with it?

Is there a simple mental calculation one can do to come up with an estimate of the correct load?
