RTL8211

We've made a new backplane for the A20-SOM-4GB but are unable to get the Realtek RTL8211 started. Measurements show that the regulator output voltage which should be 1 Volt is too low and has a ripple.

On the website of Realtek we can't get the datasheet and/or the application note because they won't release is to non development partners. Can we get them and/or support from Olimex?
