Can i use the OTG mini usb port as a third usb port to connect for example a webcam or wifi dongle with this cable:

Probably yes, it works on A13 for me, but the OTG USB port must be configured for host or host+OTG mode, not for OTG mode only (there are options in the kernel configuration for it).

How do you do this?

Is it something that must be build into the kernel or can it be loaded in runtime?

It can be loaded as a module, but the module(s) itself must be configured for the host+OTG mode.
