AXP209: a few questions

Hello,
I had a look to schematic of Olimex Development kit, for A20, with AXP209 part. I noticed there is 5V input, and a 5V output power line in AXP209. I wonder to know
1- what is the purpose of IPSOUT while 5V is already available (5VEXT) as ACIN?
2- why the IPSOUT is used as input of other LDO/DCDCs (not inside AXP209), like U16/U17? Why there are not directly fed by 5VEXT? won't using IPSOUT unnecessarily, put additional current on AXP209?
