I read in the user manual: Works with targets in 1.65V-5.0V range
My question is how? I plan to use the ARM Jtag 20 pin connector.  Do I need to provide my vtarget voltage to pin 1?  For example if I plan to use STM32 powered with 1.8V do I need to provide 1.8 V to pin 1 of the 20 pin connector?

And if I plan to use anoter target, say it works with 3.3 V, do I need to provide 3.3 V to Pin 1 of the  20 pin connector?

Yes, pin 1 in ARM JTAG connector is for probing the voltage of the target, refer to this layout and focus on ARM-JTAG connector (right-most):
